Inclusion was commissioned by DWP to carry out a three year evaluation of this national pilot programme which aimed to move long term unemployed individuals into work through supported employment.

The evaluation adopted a mixed-method, longitudinal approach consisting of: three-wave longitudinal quantitative surveying; three waves of depth qualitative interviews with clients; qualitative interviews and focus groups with stakeholders and employers; a telephone survey of employers; and an email survey of stakeholders.

Fieldwork for the quantitative survey was contracted out to BMRB, the qualitative fieldwork and stakeholder and employer work (including surveys) was undertaken in-house. The methodology for sample selection for the quantitative surveys used propensity score matching to match control samples as closely as possible to those eligible for the initiative.
